The difference between Wet and Dry leases is regulated by the FAA and their Truth-in-Leasing Advisory and it directly impacts how one is taxed by the IRS. A wet lease is basically a lease that includes the aircraft and the crew and a dry lease does not include the crew. Fuel payment is also a critical part of these arrangements.
